The Trump administration has set the refugee admissions cap for 2027 at 17,500, the same figure used for 2026. The decision was announced by the Department of Homeland Security in Washington on Tuesday. The cap is the second year in a row that the United States will accept fewer than 20,000 refugees, a level that is the lowest since the program was created in 1980.

The move matters because it limits the number of people who can enter the country after fleeing persecution, especially religious persecution. Under the Refugee Act of 1980, the U.S. is supposed to admit refugees from all faiths and ethnicities. In practice, the Trump administration tightened the process, removing many groups from the list of eligible refugees. The 2027 cap keeps the program focused on a small subset of applicants, most of whom are white South Africans who have applied for asylum after the end of apartheid. The exclusion of religious minorities and other persecuted groups means that many people who could be safe haven seekers will be turned away.

The cap was set in a broader context of Trumpโ€™s immigration policy. In 2018, the Administration cut the refugee quota to 45,000, and in 2020 it lowered it further to 15,000 through an executive order. The 2026 cap of 17,500 was the result of a compromise between the administration and Congress. The 2027 figure is unchanged, reflecting a continued stance that the U.S. will not increase refugee intake. The cap is far below the 2019 level of 18,000 and the 2020 level of 18,000, but it is still higher than the 2018 cap of 45,000, showing a slow, but steady, reduction.

The Biden administration has signaled a desire to raise the cap, but it faces political hurdles. Congress is debating legislation that would increase the number of refugees, and some lawmakers have criticized the current policy as too restrictive. Humanโ€‘rights groups argue that the exclusion of religious persecutors violates international law. The next step will likely be a review by the U.S. government and possible legal challenges. The outcome will determine how many refugees can enter the United States in 2027 and beyond, and it will shape the countryโ€™s role in global humanitarian efforts.
