A federal judge on Tuesday sharply rebuked the Trump administration, saying ICE knowingly subjected immigrants to โ€œdegradingโ€ conditions at a detention center and continued to flout a prior court order. The ruling, issued by U.S. District Judge John Mendez in Los Angeles, found that the agencyโ€™s nonโ€‘compliance was intentional and violated constitutional protections. ICE was ordered to stop the unlawful practices immediately and to report back on corrective steps.

The case stems from a lawsuit filed in 2021 by the American Civil Liberties Union and other groups alleging that ICE had failed to meet standards set by the 1997 Flores Settlement Agreement, which governs the treatment of detained migrants, especially children. The lawsuit also cited a 2022 court order that required ICE to improve sanitation, medical care, and oversight at the Santa Ana detention facility. The issue resurfaced after a series of media reports in 2023 described overcrowded cells, broken plumbing, and inadequate medical attention, prompting renewed legal pressure. The Trump administrationโ€™s hardโ€‘line immigration policies, including expanded detention and limited bond options, have long drawn criticism for compromising detaineesโ€™ basic rights.

In his opinion, Judge Mendez quoted internal ICE emails that showed officials were aware of moldy walls, insufficient food, and delayed medical treatment but did nothing to address them. He described the agencyโ€™s actions as โ€œa stark disregard for human dignityโ€ and warned that continued defiance could trigger contempt sanctions. ICEโ€™s spokesperson called the ruling โ€œunfairโ€ and said the agency would work to meet the courtโ€™s expectations, while advocacy groups hailed the decision as a vindication of detaineesโ€™ rights and a warning to other facilities.

The court gave ICE 30 days to submit a detailed compliance plan and to provide weekly updates on progress. Failure to do so could result in fines or a courtโ€‘ordered takeover of the facilityโ€™s operations. ICE is expected to appeal the decision, but the ruling sets a precedent that could shape future litigation over immigration detention standards nationwide. The case underscores growing scrutiny of how the United States treats migrants in custody and may influence policy debates as the Biden administration seeks to reform the system.
