A federal appeals court on Friday blocked the Trump administration from spending $400 million to build a new ballroom on the site of the White Houseโ€™s demolished East Wing. The U.S. Court of Appeals for the District of Columbia Circuit ruled that the project violates the Constitution because it alters the White Houseโ€™s historic footprint without approval from Congress. The decision halts construction immediately and sends the plan back to the General Services Administration, which oversees federal property.

The legal fight stems from Trumpโ€™s 2020 order to refurbish the White House complex, including a planned underground ballroom and expanded workspace for the first family. Critics argued the project overstepped presidential authority, noting that major structural changes to the White House have historically required congressional funding and approval. The East Wing, home to the first ladyโ€™s offices and social spaces, was demolished in 2021 to make way for the new construction. Opponents, including preservation groups and some lawmakers, sued, arguing the project was rushed through without proper oversight.

The appeals courtโ€™s unanimous decision emphasized that a president cannot unilaterally reshape the White House, a symbol of federal authority and national heritage. โ€œThe president may not fundamentally alter the White House without the explicit consent of Congress,โ€ the ruling stated. The GSA had argued that the project was necessary to modernize deteriorating infrastructure, but the court found that claim insufficient to bypass legislative review. Legal experts say the ruling could set a precedent for future executive actions on federal property.

What happens next isnโ€™t clear. The administration could appeal to the Supreme Court, but with only eight justices seated, the outcome is uncertain. Meanwhile, the halted construction leaves the East Wing site in limbo, with no timeline for resumption. The case also reignites debates over presidential power and the balance between executive action and congressional oversightโ€”issues likely to resurface in future administrations. For now, the $400 million ballroom remains a dream deferred.
