The National Park Service released a report this week saying that President Trumpโ€™s proposed 250โ€‘foot arch, slated for Memorial Circle below Arlington National Cemetery, would block sightlines to dozens of historic sites on the National Mall. The document lists 37 properties that would be adversely affected, including the Lincoln Memorial, Arlington House, and surrounding monuments. The arch would sit on a traffic roundabout that currently serves as a quiet transition point between the two landmarks.

The plan has been in the works since an October 2025 event with White House donors, but the design and location have barely changed. The arch would rise over the traffic circle that links the Lincoln Memorial to the cemetery, a corridor that has long symbolised the reunification of North and South. Under Sectionโ€ฏ106 of the National Historic Preservation Act, federal agencies must assess impacts on historic properties and try to minimize harm, a process the National Park Service has completed for this project.

The assessment found that the arch would interfere with the visual and ceremonial connection between the Lincoln Monument and Arlington House, the former home of Confederate General Robert E. Lee. The structure would dominate the view, disrupting the solemn atmosphere near the cemetery. A group of Vietnam War veterans has already sued to stop construction, arguing the arch is a visual affront and requires congressional approval, which Trump has not sought. The White House insists the site is ideal and will enhance the visitor experience, calling the arch a โ€œfitting addition to the monumental axis.โ€

Legal challenges are expected to continue. Cultural Heritage Partners, led by Greg Werkheiser, is handling several lawsuits against the Trump administrationโ€™s other Washington projects. The agencyโ€™s insistence on Memorial Circle is seen by critics as an attempt to impose a towering symbol over historic memory. The next steps will likely involve court rulings on the Sectionโ€ฏ106 findings, potential congressional hearings, and a decision on whether the arch can remain in its current location or must be relocated or redesigned.
