Rogers said the rapid buildโ€‘out of server warehouses, which power the growing artificialโ€‘intelligence industry, is harming communities and the environment, and called for a pause while the impacts are studied. He made the appeal at a press conference in Lansing, adding that the measure would give lawmakers time to review the sectorโ€™s costs and benefits.

The call comes amid a boom in demand for highโ€‘performance computing. Big tech firms are erecting massive data centers that consume enormous amounts of electricity and water, often in rural areas that lack the necessary infrastructure. Local residents near proposed sites in Michigan, such as a planned facility near Flint, have raised concerns about traffic, noise, and strain on water supplies. Rogers highlighted these community impacts, noting that the proposed project could add up to 20 percent more water use than the cityโ€™s current capacity. He also pointed out that the energy drawn by data centers could increase U.S. carbon emissions by roughly 0.2 percent, according to a Sierra Club study.

Industry groups such as the U.S. Data Center Council argue that the sector adds about $30โ€ฏbillion to the economy and supports 300,000 jobs. They warn that a moratorium would hurt U.S. competitiveness and slow the rollout of AI services. Rogers, a former Army officer who has long focused on fiscal responsibility, said he was not opposed to dataโ€‘center growth but demanded stricter environmental and zoning standards. He urged Congress to fund a comprehensive review of the sectorโ€™s environmental footprint and to require that new projects meet higher energyโ€‘efficiency benchmarks. The call has drawn mixed reactions, with some tech companies pledging to adopt greener practices and others warning that the proposal could delay critical infrastructure projects.

The proposal is unlikely to pass quickly, given the Senateโ€™s current split on regulation and the powerful lobbying influence of technology firms.
